I don't exactly understand the problem you've described. dev-ruby/pg both DEPEND and RDEPEND on dev-db/postgresql-base so it pulls 'pg_config'. Could you please elaborate?

okay, well this is odd, after several re-merges of the packages it now seems pg_config is there and owned by postgresql-base, but until I emerged postgresql-server pg_config wasn't on my system, maybe just some odd hiccup on my system.
I'll try again later unmerging server and remerging base and see if pg_config disappears again.

Okay, can't reproduce, I think there was just some mess up on my local machine. Seems like others have had a problem with pg_config disappearing at some point, but it fixes itself on next emerge.
