kdebase-3.1.4 fails to emerge, seemingly due to arts not being installed. Adjusting the arts/kde use flag(s) had no effect on this. Looks like arts is at least partially installed, because there are some files already in /usr/kde/3.1/include/arts Did that get pulled in when you did the kdebase installation? I'm a little baffled why you're attempting to install KDE with -kde and -arts in your useflags? I dunno if this contributed to the problem or not.
Please reopen if you are unable to fix...can't see where the problem lies on this end.
