/etc/env.d/02locale is not claimed by any package


Reproducible: Always

Steps to Reproduce:
1. ~ # paludis -o --full-match /etc/env.d/02locale 
* /etc/env.d/02locale
 ~ #
2. ~ # equery belongs /etc/env.d/02locale 
[ Searching for file(s) /etc/env.d/02locale in *... ]
 ~ #
3.

Actual Results:  
None

Expected Results:  
a package name indicated

Probably installed via Paludis instead of Emerge. However, this is unusual, as Paludis has been very reliable so far, and is normally able to report correctly on packages installed by another process (Emerge); and Equery has so far been able to report on Paludis-installed packages.

The symptom may be normal, i just wish that track would have been kept of which pkg installed it. The contents of the said file have been customised since its installation, and i have had to ignore updates to it since (i.e., etc-update) (i just don't remember which update that was).

Oh wait maybe i created it from scratch, per the Gentoo Linux Localization Guide (http://www.gentoo.org/doc/en/guide-localization.xml). If someone else can check for the existence of this file on his/her system, and if positive, run the same queries... Thank you in advance.
