You need to run perl-cleaner after upgrading perl. Another duplicate of Bug 41124

Notor, you are wrong. It builds fine after installing intltool. And there are no messages about 'XML::Parser' here.

Remove dev-util/intltool and try to build gpicview.

If you file a bug, please read the notice, which is displayed after a failed emerge. It says in short

attach build.log,
past output of emerge --info =media-gfx/gpicview-0.2.1
and for me whcih version of intltool were installed on your first try?

Justin, I do not have dev-util/intltool in my system, only install it for building packages.

Why do you ask for logs? You can build without intltool?

Look at bugs 303307 and 304107

With dev-python/bsddb3-5.0.0 and dev-lang/python-2.6.5-r2[-berkdb] gramps still needs patching:
