Trying to bootstrap a fresh system on ia64; emerging efibootmgr-0.5.4 fails. The ebuild in src_unpack() patches the makefile to use libpci with pkg-config but if pkg-config is missing this fails. Adding pkgconfig to DEPENDs fixes, please add to DEPENDs.
