This is a problem with the wml build system itself: it seems to pass the --with-tidy option to each internal configure step regardless of its support. Fixing this would require a fair amount of work to the build system and as such should be reported upstream. Given that wml is abandoned by upstream I don't expect a fix to appear for this.
