makeinfo/install-info used to be included with gcc2.x and are now
missing from gcc3-r4.

Consequently the util-linux ebuild fails at the point where makeinfo
is called.

gcc 3.1 users should install texinfo 4.2 as its parts of the profile. this
solves that inconsinstency problem from gcc 3.1

this has been changed, the profile now includes texinfo so gcc doesn't have to
provide it.
