Your pasted output from USE="-nsplugin" emerge -p vlc shows SNIP libnotify libv4l2 mmx mp3 mpeg ncurses nsplugin* ogg opengl oss png qt4 sdl SNAP which means there is something going wrong, because the nsplugin is still to be installed. I checked the ebuild and the deps are set correctly to xulrunner "1.8<DEP<1.9.2"

Why should it force me to downgrade xulrunner? The "-nsplugin" is because vlc doesn't build with nsplugin, that's a known - as yet unresolved - bug.
