Hi,

this is a version bump of the freeciv package. I also attach a patch that fix the locale issue since they handle this path over the configure parameter --localedir and the sed patch from the 2.1.9 ebuild doesn't work anymore.

Note: The current 2.1.10 ebuild in portage handle the locale path incorrectly, too.
