Seems to be profile specific. 10.0 profile removed the problem.

RUBY_TARGETS is defined in USE_EXPAND (and defaulted to ruby18) in the base profile since Nov 30, 2009.
I guess that was a sync issue with your CVS(?) tree. Imo, everything is configured properly from our side.
