The FVWM license is almost identical to the as-is license except that the names have been changed. as-is is in the GPL-COMPATIBLE group, so it seems that FVWM belongs in one of the free groups (maybe MISC-FREE since it hasn't been reviewed by FSF). Reproducible: Always
Right, this looks like a free software license. We could either add FVWM to MISC-FREE or change the affected packages (x11-wm/fvwm, x11-themes/fvwm_{icons,sounds}) to "as-is".
The FVWM license is forerunner of the modern BSD-3 license, and I feel that would be a closer match than as-is. However, I would prefer it kept and added to the MISC-FREE group, as the disclaimer terms do different slightly. Having a public file in the tree to keep notes on licenses would be really helpful possibly.

I agree, it would be helpful if we would document what were the criteria for inclusion (or exclusion) of a particular license in some group. Not necessarily in the tree though.
