When emerge dev-util/intltool-0.40.5 has appears thios error:
Detected file collision(s):
/usr/share/man.ecompress.dir

Existence of /usr/share/man.ecompress.dir means
that either your system is broken,
or it was at some point.
You may look for the correct bug yourself
- IIRC, it was a problem with findutils, xargs to be exact,
that needed recompiling after one of glibc upgrades.

Remove that file, recompile findutils.
(you should notice xargs related errors near the start of  build.log
of packages built while it was broken).
