I saw this scroll by numerous times while compiling this package. I thought it rather strange that root couldn't create this dir. I was ssh'd into this machine on my lan. Didn;t notice this when building on another machine, but I wasn't watching all output.
The messages will go away if you create the directories /root/.kde/share/config and try to emerge kdebase again.
These warnings are okay. Other than manually creating the dir, I don't know any other way to make them go away.
