While installing net-analyzer/zabbix Portage pulled app-admin/webapp-config as a zabbix dependence, even if I use "net-analyzer/zabbix agent snmp -postgres -frontend -server -vhosts openipmi -sqlite3" in /etc/portage/package.use

Reproducible: Always



Expected Results:  
The ebuild should pull app-admin/webapp-config only if server use is specified
