dev-util/kdevelop-3.9.97 has been released but portage only has
dev-util/kdevelop-3.9.96 as the newest version.

Newest ebuilds are (as always) in kde overlay.

We already had that discussion last time around: bug #292012

Erik,

as Maciej told you, ebuilds are first bumped in the kde-testing overlay. That's how things usually work in the KDE team.
The bug you pointed to was about the initial version that replaced the masked 3.5 version. Why do you think this is similar?
To clean any doubts, the bugs remain open until the bumped ebuild is put in the tree, but we try to add a note warning that an ebuild is available in the overlay until it's moved to the tree.

The bug I pointed to was for beta6 replacing beta5, just like this is about beta7 replacing beta6.
