The "skype-eula" license is not in the license_groups file, means not in the @EULA license group. This allows users to install net-im/skype without being warned, though the @EULA license set is masked. Reproducible: Always Steps to Reproduce:

Nope,t still isn't clear. I added net-im/skype-eula to /etc/portage/package.licences and /etc/portage/package.unmask and I still get the error that skype-2.0.0.72 is masked by skype-eula.
A little more googling and I got it. Add to /etc/portage/package.license: net-im/skype skype-eula No change is required to /etc/portage/package.mask.
