The HVR-950 (an em28xx device) and the HVR-950Q (an au0828 device) are USB DVB tuners.  The em28xx device requires a firmware file named xc3028-v27.fw.  The au0828 device requires a firmware file named dvb-fe-xc5000-1.6.114.fw.

Instructions for obtaining xc3028-v27.fw are here:

Basically just:
wget http://www.steventoth.net/linux/xc5000/HVR-12x0-14x0-17x0_1_25_25271_WHQL.zip
unzip -j HVR-12x0-14x0-17x0_1_25_25271_WHQL.zip Driver85/hcw85bda.sys
perl /usr/src/linux/Documentation/video4linux/extract_xc3028.pl

and you'll have your firmware file that can be put into /lib/firmware.

You can obtain dvb-fe-xc5000-1.6.114.fw here:

Alternatively, if I've mirrored the firmwares here:

It would be great if these firmwares could be added to media-tv/linuxtv-dvb-firmware.

media-tv/linuxtv-dvb-firmware will be removed from the tree in 30 days. See bug #304047 for more information.
