kde-base/kdelibs-3.5.10-r6 pulled in by:                                           
 *     app-office/openoffice-bin-3.1.1 needs libkabc.so.1, libkdecore.so.4, libkdeui.so.4, libkio.so.4

equery g openoffice-bin | grep kdelibs
-- kde-base/kdelibs-4.3.4 [kde]

equery d =kde-base/kdelibs-3.5.10-r6
 * Searching for kdelibs in =kde-base ...

I don't see dependence for only kdelibs:3.5 in openoffice-bin ebuild. Is it portage bug?

1. openoffice-bin should be installed into /opt as a binary only application
2. the USE kde seems to be for KDE 3.5, and as such, should be removed or
updated to KDE 4 (if that's even possible)

Theoretically: yes. Realistically: No. This would break every form of interoperability with the source based openoffice package (as there is a local user install, which would throw tons of errors when changing). So: Not going to do that.

Yes it is for kde 3.5 as upstream OOo doesn't yet offer KDE4 integration. We could remove KDE support altogether if that is really what the KDE herd wants.

KDE 3 is being phased out entirely. It is not in portage anymore.

I'll do but would like to ask you a favor in return ;-) Could you please test the masked OOo 3.2.0 rc4? This should have KDE4-support, but I've got no machine to try it out myself atm, so this would actually help quite a bit...

I did. If i start soffice from terminal i get the default gnome look (but since i use qtcurve it integrates good with kde4) but with a gnome icon theme.
If i start it with OOO_FORCE_DESKTOP=kde soffice i get the kde icon theme and it works as expected. 
i get the qt file dialog chooser in both cases
