When libkipi is installed there is no method to build kipi-plugins automatically either via a dependency or USE flag.

Without kipi-plugins, libkipi brings next to no functionality for applications such as Gwenview.

1.emerge -pv kde-base/libkipi
2.Notice lack of kipi-plugins

kipi-plugins correctly depends on libkipi, emerge kipi-plugins if you want the functionality... there's no bug
