It sits in x11-misc/qingy while
sys-apps/qingy would make more sense to me...

It does not depend on X, and it works nicely without it ;-)
Plus, being a getty replacement, it installs stuff in /etc and /sbin

I must concur with the author of the bug that Qingy is in the wrong category.
 It is framebuffer, doesnt need X or many other libraries for that matter.

I hope you move it to sys-apps since it is an applications that deals with
logging in.
