app-misc/hal-cups-utils causes most USB printers to automatically be added to CUPS when connected.  However, it does not recognize that printers may already be added through hp: or hpfax: CUPS backends.  It adds additional usb: entries in this case.  This causes the printers to not work outright in most cases.  Since app-misc/hal-cups-utils is listed as a required dependency for kde-base/printer-applet-4.3.3, this poses issues for users of net-print/hplip.  app-misc/hal-cups-utils is probably not a true dependency, and should probably be a use flag option.

Unfortunately hal-cups-utils is listed by upstream developers as runtime dependency. We can't do much about it.

I can confirm this bug on amd64 with kde 4 (stable) and a HP printer

Not it adds a new (default) printer when the printer is turned on, but also it keeps the printer queue offline if the printer is off during boot. The printer queue then needs to be manually turned on (either by the cups web interface or hp applet) after ther printer itself is turned on.

After removal of hal-cups-utils, I have normal printer behaviour (the printer was set up following the official gentoo printing guide).

Bottom line, in my system, hal-cups-utils makes printing inconvient (to say the least) on the local machine and impossible by network machines.

Ok... after some time I came back to look at this issue and tried latest cups (1.4.2-r1) and hplip (3.9.12) with hal-cups-utils-03.6.19 Now it works as expected from both the local machine and network machines (linux and windows)... I'm keeping this setup...
