Doesn't really make sense to add a orphaned library to Portage when nothing is using it, specially if there's no release tarball available...
Yah I was just looking at this one today, there haven't been any commits to it in months.
MPlayer just got support for it, to read unencrypted blu-ray disc filesystems directly. I'm having problems getting it to actually build, though. If someone has gotten it working, please lemme know how. An ebuild would be extra awesome. :)

If someone wants to check my ebuild, that'd be good. Needs a better DESCRIPTION.
Also, I *think* there may be a runtime dep on aacskeys (libaacs), though I'm not sure if it's actually using it or not. I haven't looked at the development that closely.
