media-gfx/xv-3.10a-r5 got the RESTRICT="fetch" option which is not needed.

Removing/commenting the RESTRICT line doesnt affect the ebuild process of that
application in any way. 

Smallest-patch-in-the-world available at the above mentioned URL.

This line has as a consequence that the sources need to be downloaded manually.
I'm not clear about the licence of xv, but this normally done for packages
for which accepting the license is required before the files can be downloaded.

The license is 'as-is'. The -r3 ebuild doesnt have the RESTRICT, the -r5
does.
And there is no einfo about downloading the package manually (like in the
sun-jre ebuilds for example).

I removed the RESTRICT and also bumped -r5 stable on sparc.
