New ebuild for Lazarus version 0.9.28.2.

Changelog:
Updated the source url.
The package sys-devel/binutils is needed as a runtime depend for the linker.
The clipboard crash is fixed in lazarus 0.9.28, no need for the patch.
Removed unneeded excludes from the install and commented the rest.
New symbolic link for lazbuild and lazarus, this fixes bug 237833.

I will post this for anyone else who need this info.
The file is under /usr/portage/dev-lang/lazarus/files.
Rename the file to lazarus-0.9.28.2-fpcsrc.patch and save to your local overlay.
