Please report your installed versions of dev-python/sip, dev-python/PyQt4 and dev-python/qscintilla-python, and try to re-emerge them and see if that fixes the problem.
Alec, you must re-emerge qscintilla-python. Qt herd, with sip breaking API at every minor release, we will continue to see (invalid) reports like this one over and over again... time to put an ewarn somewhere? (note that this issue affects pykde4 too)

same issue with 4.3.9, the output is RuntimeError: the sip module implements API v6.0 but the PyQt4.Qsci module requires API v5.0
I've added a warning to >=sip-4.8.2-r1
