It seems the gentoo-stats has been down for quite some time, now. According to 
http://forums.gentoo.org/viewtopic.php?t=80450, this is because the developer 
maintaining this services quit. Maybe the section on gentoo-stats should be 
removed from the install docs, or the gentoo-stats project should be revived.

About ten days ago I downloaded the PDF version of the x86 installation guide. It still contains the section on gentoo-stats. Moreover, the ebuild for gentoo-stats is still in the Portage tree too.

We don't provide PDFs yet, except when ppl buy a LiveCD set from our store. Those PDFs are then ofcourse outdated when the online documentation has been updated.

You have probably hit a third-party PDF file?
