LANGUAGE=49 ebuild [...] digest fixes the problem for me, but that solution is not permanent. the digests should be in portage.
There is currently no easy solution for this. I will be waiting for LINGUAS support in portage for solving this. I wouldn't want all people needing to download all help files just because the digest needs to be created.
