app-cdr/iat-0.1.7 let the emerge of openmpi-1.3.3 fail

It should not install its header directly into /usr/include because they have generic names like util.h, which are also used by other packages.
This behavior results in bugs like bug 288147.
It also has a file collision with at least with sys-devel/gecc.

Fixed with 0.1.7-r1.
Please reopen if you have the issue with that version too.
