As I note in my (duplicate) bug, USE='debug' solves this issue, as the tests fail due to '--debug' not being a valid parameter to 'wget'. --debug is only a valid parameter when built with USE='debug', so either the tests are wrong, or the tests should be disabled when debug is not enabled.
