qt translation files are not installed by ebuilds

Reproducible: Always

Steps to Reproduce:
1. emerge >=x11-libs/qt-core-4.5.9999
Actual Results:  
there is no /usr/share/qt4/translations directory

Expected Results:  
qt's translation files should be in /usr/share/qt4/translations as it was previously
