dev-util/mercurial-9999 is a live ebuild, which means that it doesn't fetch an tarball but the sources from a version control system. In this case mercurial. So you need mercurial installed to fetch it. 

First install some other version:

emerge -av =dev-util/mercurial-1.3.1-r1

(you might need to unmask this one too)

and then

emerge -av =dev-util/mercurial-9999

If you simply need any version of mercurial you could add
=dev-util/mercurial-1.3.1-r1 **
to /etc/portage/package.keywords and do
emerge -av dev-util/mercurial

Excellent.  Here are the commands I ran in accordance with your instructions:

 autounmask  dev-util/mercurial-1.3.1-r1
 emerge -av =dev-util/mercurial-1.3.1-r1
 autounmask dev-util/mercurial-9999
 emerge -av =dev-util/mercurial-9999
