Although i can't reproduce here, i got this report on a few more extensions under dev-php, so it's a problem with the php-ext-* eclasses, will look into it.

could you please provide your "emerge info" output, as well as the output of: "emerge --debug --search jpgraph" "emerge --debug jpgraph" I'm running portage 2.0.49-r16 here with no problems. also, please ensure that you don't have old ebuilds or eclasses of these in your overlay.
