As mentioned in bug 175271, language support for www-apps/bugzilla should be applied. Version 3.0.5 of www-apps/bugzilla has this support included, but later version didn't.
Germzilla (the german templates) can be downloaded at http://sourceforge.net/projects/bugzilla-de/ .
So please update the www-apps/bugzilla ebuild to get translations (at least german) working.
