Looks like a bump by renaming the file. A "diff" shows that it's the same file as
bash-completion-20030821.ebuild. It's not really needed to send the same ebuild
file which is already in portage.
Btw. i check for updates myself from time to time but don't expect me to update at the same day all the time.

Version bumped as ~arch.

If you need really fast updates on ebuilds which just need renaming you should use PORTAGE_OVERLAY and place your bumped file there. The devs cannot update all the time that fast.
