207.234.248.157 does not respond, hangs on SYN_SENT

This is rsync5.us.  UDNS & eagle entries match, so looks like the server 
is having problems.  Removed from the .us, .namerica & main rotations.

Removed server from access list and UDNS.

If the server becomes available again, just open a bug report.
