ecpi.edu rsync server does not respond hangs on SYN_SENT.

Looks like rsync17.us (66.11.11.4).

The IP should be 66.11.11.187, that was changed a couple months ago.

About 3 or so weeks ago, I had Corey take it out of rotation because of ISP problems we were having at the time.  Management saw the small decrease on our mrtg graphs and didn't want to put it back up.  We've just upgraded our pipe to 8 megs full duplex and today I was finally able to convince them to let me put it back up and into rotation (I stopped rsyncd a few days ago thinking it was a lost cause). 

It's now ready to be placed back into rotation.  Sorry for the delay.

OK, looks like it didn't get completely removed on our end then.  Both IPs
were in there, but neither seemed to be working at the time.  rsync17.us was 
pointing to the old IP while the entry for the rotation was using the new IP.

rsync17.us now points to 66.11.11.187 (DNS may take a while to propogate).

I'm going to watch it for a day or so.  If it looks OK, I'll add it back to
the rotation.

It's only been about 6 1/2 hours, but its looking good, so I'm going to put
it back into the .us rotation.

If Management gripes again, just file a bug so we can turn it off.
