I will take a look at it. Btw, if you set DVB_CARDS="YOUR_CARDS_HERE" in /etc/make.conf it downloads and installs only the firmware files you need and not every firmware available. This will save you a lot of bandwidth.
I have identified the problem. There are three solutions that come to mind. Just need to think about which one is the best.
linuxtv-dvb-firmware-2009.07.06-r1 installs fine now, thanks! Yuan%20MPC718%20TV%20Tuner%20Card%202.13.10.1016.zip is still being downloaded each time I try to emerge this I am not using DVB_CARDS variable so I have all I can ever need (even when they are no longer available)

I committed a fix for the re-downloading of the sources. If you sync again in a few hours you can try the updated version.
