The applet PyNot (part of avant-window-navigator-extras-0.3.2.2) has a runtime dependency on dev-python/python-xlib.

I've attached a patch for the ebuild that includes a new use flag 'xlib' that when set will add dev-python/python-xlib to RDEPEND. Given that only the PyNot (and PyNotRGB) depend upon xlib, it seemed to me that the RDEPEND should be optional.

I did not know if I should also include Changelog information, as well as the description of the xlib use flag for use.local.desc. Please advise.

I don't think this is required for 0.4.0 anymore.  Reopen the bug if it is.
