Bug 283443 – please stabilise mail-mta/exim-4.69-r3

exim-4.69-r3 fixes a whole lot of small bugs since 4.69, including some to get Gentoo moving on from things like logrotate and mailwrapper USE-flags.

Basically -r3 hasn't changed much from 4.69 apart from cleanup and small configuration fixes.  It's been running smoothly here for a good while, so it should be good to go is 4.69 was.

Please stabilise mail-mta/exim-4.69-r3, thanks
