Hacked Scribus 1.1 ebuild

I have not updated the comments correctly.. needs date/time etc. Have changed
the version though.
Scribus 1.1 need libart_lpgl v 2.3.8 minimum. The ebuild wouldnt let me put in
2.3.14 (which is stable, and .15 is currently masked). So I put in 2.3 and it
worked. This needs to be adjusted.
It emerged fine. From very minimal testing it works but I'm only testing the
app at this stage rather than using it heavily.
