In compiz-0.8.2-r3 the "kde" USE flag was replaced with "kde3", and the "kde4" USE flag was replaced with "kde4"; all you need to do is add "x11-wm/compiz kde3 -kde" to /etc/portage/package.use, and everything will Just Work.

compiz belongs to the desktop-effects herd and not to the kde herd. As I've stated in my blog sometime ago, I've updated the use flags to comply with the decision of the KDE team to have the "kde" use flag adding support to the currently supported version - KDE-4 as of now.
I'll leave this one open in case someone else stumbles upon it.
The KDE3 support has been removed from compiz in purpose, since KDE 3.5.10 has been masked for removal. Closing.
