In a new gentoo system, xorg doesn't load the correct layout as defined in xorg.conf . I was able to load the layout I've defined in xorg.conf only by running `setxkbmap` (without any arguments). It took me some time to find this work around and I still don't have any way to make xorg load the defined keymap without calling `setxkbmap` .

Reproducible: Always

Steps to Reproduce:
1. Set in xorg.conf XkbLayout.
2. run startx
3. try to switch between layouts
Actual Results:  
The layout doesn't switch

Expected Results:  
Layout change

And no, 'AllowEmptyInput "False"' is a hack,
not a fix.

Well recompiling my gentoo-sources-2.6.30-r4 configured in the way this message suggest `http://forums.gentoo.org/viewtopic-t-787518-postdays-0-postorder-asc-highlight-evdev-start-0.html` disabled my graphic acceleration.

glxgears was able to produce only about 300 frames per second.
while the previous configuration produced: 
2775 frames in 5.0 seconds = 554.927 FPS
2649 frames in 5.0 seconds = 529.728 FPS

So I prefer staing with my current (which I'll upload in a moment).

1) AllowEmptyInput should be set in the ServerFlags section, not the ServerLayout section

2) try setting AutoAddDevices to false, instead of AllowEmptyInput.
