Steps to Reproduce:
1. as mirror
2. emerge package
3.

Actual Results:  
ftp error

Expected Results:  
no error

emerging mirrorselect and running -d accepting the defaults has given me a working portage sync.
I guess that the mirror was hard coded many years ago incorrectly.

Hmm, I don't see this mirror in the mirrors2.xml file anymore. http://www.gentoo.org/main/en/mirrors2.xml

I'll close this bug because there is nothing to do here.
