KDE's kdeskd has something that purports to do this: create_makefile, but it relies on some other infrastructure scripts that aren't as clearly accessible. I'll upload the ebuild I have shortly if I make any headway or get stuck.

I'm posting an interim ebuild with the server section commented out, since the viewer component might be useful while the tightvnc libjpeg-6/7 issue is worked out.
