As of bug 277171, recent versions of octave depend on this libary

Ebuild Proposal

Contains just a simple Makefile:

make solib
make install

make test is executed and states to require lapack and blas, not sure about that.

qrupdate is now in portage. I'll file a keywording
request with all of octave's arches shortly.
