Verified package is missing bdep. Looks OK to stable after someone adds the bdep to the ebuild.(not sure if it is just needed for build or runtime also)

Thanks for testing. I was unable to reproduce this bug - dev-ruby/rubygems is not installed and both bioruby-1.3.0 and bioruby-1.3.1 installed fine. Could someone clarify?

After that, I'll close this bug, please see bug 285626.
