All KDE 3.1.3.-ebuilds are declared stable except for kde-base/kde/kde-3.1.3.ebuild. 
This ebuild is used to pull/merge all related 3.1.3-packages and is added to the 
worldfile. If this ebuild isn't declared stable only KDE3.1.3-packages are updated if 
other ebuilds depend on them.
