you cannot set the A variable in ebuilds, but the following ebuild has:
media-video/ati-drivers/ati-drivers-2.9.6.ebuild:A="fglrx-glc22-4.3.0-${PV}.i586.rpm"

fixed the problem removing the ebuild (was old)
