I reproduced the same thing. That file it failed on is installed by dev-libs/redland. I didn't put any real time into it, I basically just did this to resolve it: echo "dev-libs/redland -sqlite" >> /etc/portage/package.use emerge -1 redland

Reinstall redland and try to emerge nepomuk again. Please report your results.
