The ebuild tries to apply a patch using files/tetex-1.0.7-r13-gentoo.diff, but
it doesn't exist. The patch for previous ebuild versions are there (r11 and r12). 

It looks like r13 should just be a copy of r11 and r12, but I'm not 100% sure on
that.

Yes. They are identical.  Fixed in CVS now. Thanks for reporting.
